HR Transformation
Project Overview
In February 2019 Governor Dunleavy issued Administrative Order 305 requiring Human Resources staff across the State to be reassigned to the Department of Administration’s Division of Personnel and Labor Relations (DOPLR).
The HR Transformation project sets out to achieve this by working in close collaboration with Departments to ensure (1) the relationships and knowledge their HR teams have developed in recent years are preserved, and (2) these are enhanced through greater State-wide consistency and efficiencies. this will be achieved through the implementation of a business partnering HR operating model.
The concept of HR business partnering was first conceived in the mid-1990s and has since become the way many organizations structure their HR function. Within the State of Alaska this would see HR Business Partners being assigned to each of the 14 Departments where they would work with the leadership to shape and implement the tailored HR strategies and programs required to meet the changing needs of our employees.
To achieve this, they will be supported by a number of strategic Centers of Expertise (e.g.: Training & Development, Equal Employment Opportunity, HR Investigations) and Operations Centers (e.g.: Recruitment & Payroll, Absence Management, Employee Relations).
Finally, there will be DOPLR Services to support our HR teams (e.g.: Policies & Procedures, HR Systems Development, Administrative Support).
The objective throughout this process is to maintain and build on existing service levels, at the same time digitize and automate outdated manual processes, freeing staff to focus on more rewarding, value-adding activities. The focus will also be to expand the professional and career development opportunities for HR practitioners through the wider range of generalist and specialist roles created by the HR business partnering model.
